As of 31 December 2013, Gazprom Neft and its subsidiaries had the mineral rights to 70 licence blocks located in eight regions of the Russian Federation and the Pechora Sea shelf. Outside the Russian Federation, in Serbia, Romania, and the Bosnian Serb Republic (Bosnia and Herzegovina), the NIS Subsidiaries and affiliatessubsidiary has 69 concessions (similar to licences).

NIS – 69 PERMITS (LICENCES)

These licences give various rights: eight are for the geological survey of mineral areas over a five-year period, while 62 are for exploration and hydrocarbon production for periods between 20 and 50 years.

The sub-soil usage rights are held by 15 subsidiaries, but the management of licences is carried out by the following operating companies: OJSC Gazprom Neft-Noyabrskneftegaz, LLC Gazprom Neft-Khantos, LLC Gazprom Neft-East, LLC Gazprom Neft-Angara, CJSC Gazprom Neft Orenburg, LLC Gazprom Neft- Development, and LLC Gazprom Neft-Sakhalin.

OJSC Gazprom Neft-Noyabrskneftegaz operates full-cycle hydrocarbon production at 42 licence areas owned by four licence holders.

In 2013, the Licensing Panel of the Federal Sub-Soil Agency (Rosnedra) considered and approved amendments to 13 sub-soil licences held by the Company. The terms of the licences and geological survey phases were extended in nine areas, updated in three areas, and licence area borders were expanded in one area.

OJSC NGK Slavneft and its subsidiaries hold licences for oil and gas prospecting, and exploration and extraction at 31 licence areas within Western Siberia and the Krasnoyarsk Territory.

OJSC Tomskneft VNK holds 33 licences for developing over 40 oil and gas fields within the Tomsk Region and the Khanty-Mansiysk Autonomous District (Khanty-Mansiysk AD (KhMAD) Khanty-Mansi Autonomous District – YugraKhMAD) — Yugra. The licences were reassigned to OJSC Tomskneft VNK in 2009.

CJSC Messoyakhaneftegaz holds two licences for geological survey, exploration and production within the Yamal-Nenets Autonomous District (YaNAD).

In 2013, the Licensing Panel of the Federal Sub-Soil Agency considered and approved amendments to 13 sub-soil licences

In addition, Gazprom Neft Group holds a 50% share of the Salym Petroleum Development joint venture, which holds three licences for additional exploration and development of the Salym oil field cluster, also located in KhMAD.

OJSC Arcticgaz, part of LLC SeverEnergia, holds two licences for geological survey, exploration and hydrocarbon production and two licences for exploration and hydrocarbon production. All the licence areas are located in the YaNAD (Samburgsky, Evo-Yakhinsky, Yaro-Yakhinsky and Severo-Chaselsky areas).

CJSC Gazprom Neft Orenburg holds a licence for development and hydrocarbon production within the eastern section of the Orenburg oil and gas condensate field, in the Orenburg Region.

LLC Oil Company Magma holds two licences for exploration and development in the Khanty-Mansiysk Autonomous District (at the Yuzhnoye and Orekhovskoye fields). OJSC Yuzhuralneftegaz holds a licence at the Kapitonovskoye field.

CJSC Technology Research Centre holds a licence for exploration and hydrocarbon production at the Tsarichanskoye and Filatovskoye fields, and a geological survey licence within the Tsarichanskoye prospecting area.

LLC Zhivoy Istok holds a licence for exploration and hydrocarbon production at the Baleykinskoye field and a geological survey licence within the Uranskaya area.

LLC Gazprom Neft Novy Port holds a licence for the production of oil, gas and condensate within the Novy Port field.

LLC Gazprom Neft-Sakhalin holds a licence for sub-soil use at the Dolginskoye field on the Pechora Sea shelf.
